Objectives for management are to: 1) maintain the population at 1985 levels, 2) maintain viewing opportunity and, 3) allow a harvest that will maintain the population. The first and third objectives cannot be met due to restrictions on legal hunting. Aerial census has been judged to be impractical for routinely monitoring population trends. Hunter success rate and sighting rate are used to monitor population trends and determine when and where census work is most needed.</p> ER -
